Can we restrict Confluence access to VPN use only?

Can we restrict access to Confluence to only those on our VPN?  We are using the Cloud version.

I'm not sure how this relates to VPN, which typically involves additional encryption, authentication, and data encapsulation. All I see in the provided solution are ACLs for accessing from specific IPs without offering a true VPN solution.
