After a server reboot, confluence service starts up just fine but when I access our confluence URL I get the following message:
"Your confluence instance is already completely setup. Return to Confluence".
The URL is: http://localhost:8090/bootstrap/selectsetupstep.action
I can't access the URL without it always being redirected to this page?
We are are on Confluence 6.15.2 running on a Windows 2012 R2 server with SQL 2014 Express.
I have not made any changes recently and had just completed a server reboot.
Help! I can't currently access our confluence!!
For posterity, I faced the same problem with incompatible Java version. Make sure you're using the supported java version for your confluence instance.

We appreciate you taking the time to explain what happened along with the effect you’re seeing when Confluence attempts to start and you get redirected. There are a few things that would like to check for this issue;
If the above are checked and the issue is still present then it seems like the shutdown may have impacted the file (if it was a forced shutdown or the Windows server was shut down without the service fully stopping) which caused the files to become corrupt. If this is the case there is an article to follow to help recover from this type of even. We will refer to the documentation instead of pasting the steps as there are a few items you will need to process and check. Please see; How to Generate a New confluence.cfg.xml.
If you’re still having issues with Confluence redirecting you in a loop after this please let us know.
