My office has a inside version of confluence and outside version.
The outside version needs to be available to all outside users without logging in to view instruction for process.
you can configure your Confluence Cloud for anonymous access so that not logged in users are able to see content.
You can then use space permissions and page restrictions to configure exactly which pages should be public.

Yes, that is possible, you just have to make your Confluence instance available for anonymous access to allow that. You basically just change your global settings to allow anonymous users to use Confluence.
