Can I build WIP tasks

I want to create all the tasks of my project BUT some tasks will only be rellavent when other (1 or more) tasks will be completed.

Can I build the following:

1. Create all tasks

2. to each task - add the time (in days) it will take

3. To each task - add the previous tasks that should be complted before this task starts

4. The start date and end date of each tasks will ne calculated accordingly (and automaticly)

You have posted your question in the Confluence Questions forum, but it seems like it might actually be about Jira. Is that true?
