Blueprint access to be given based on the different templates.
For eg : High Level Architecture portion of Application Manual Blueprint can be modified only by the Solution Architect and reviewed by Domain Architect whereas DSRS portion of Application Manual Blueprint can be modified only by Business Analyst and reviewed by Business Analyst Manager. Same Blueprint but different sections and accesses based on the same.

So "access" = permission to edit.
No, you can't limit that. If a user has permission to edit templates, then they can edit all of them

This seems similar to your earlier question:
As I mentioned there, access to edit a blueprint or template is based on Space Admin specifically. Access to edit a blueprint can be applied based on which users you are allowing to be the Space Admin.
