We would like to use the blog functionality in Confluence to document customer call notes. We have a set of questions to be answered in these notes each time - is there a way to set a template for blog posts, as one can do with a Page template?

While it's possible to create your own templates in Confluence, it's not possible to create or modify the template for blog posts.
There are a few add-ons for Confluence Server version where you can create a blog post template, but there don't appear to be any for Cloud in marketplace, unfortunately.
We do have the following feature request that I would recommend voting on, but please be advised a few years ago it was noted that we don't have plans to pursue this in the near future. Please watch the ticket in order to be subscribed for any updates.

Um Shannon, you do realise that CONFCLOUD-4174 is 14 years old right. Voting does not seem to working :)

Thank you for your follow up! Yes, unfortunately as I pointed out, this feature request is quite old and we don't currently have plans to pursue this in the near future. However, it's still worth watching in the event that there are any further updates.
As far as voting for feature requests goes, it's not the only thing we consider when choosing which features we implement. You can see the full list at Implementation of New Features Policy if you want to know more about that.

We are nearly 4 years later, now 19 years since this was originally requested, why is this not a feature yet? It seems so simple to achieve.
