Block the Blue CREATE button

Remove the BLUE CREATE BUTTON from the tool bar. But it under the Files because it drops that new page anywhere in the space. Or there needs to be a question on where they are adding a page. I find stuff allover the branch space because simple users dont want to use the system, but have to for specific tasks.
