We have 100 or so users in Confluence, 10 of these users need access to the app Gliffy, the rest should not be able to use the app.
How would we configure confluence to only allow specific users to access and use Gliffy?

In Confluence Cloud, add-ons are priced based on the number of Confluence users on your instance. For example, if you have Confluence Cloud (100 users), you pay the 100-user price for Gliffy as well. This is not configurable to only 10 users.

Can someone confirm that this remains a limitation, add-ons have to be applied to all users in the Confluence instance and can't be configured to a smaller number of users?
