As a user how can I create a checklist in that only my team can have read/write ability?

I want to use one app, Jira, as the single source of truth (as much as possible). My goal is to create a list accessible for read/write by my entire team or anyone I designate.  I have started to create a checklist in Jira however I am not familiar with the options and Available For section and how to bst leverage.

I think I found the answer....by clicking on the HELP button. Checklists - Smart Issue Templates for Jira Data Center/Server - Confluence (atlassian.net) 

Is there a way I can set reminders for the items in the check list? Also when I created a checklist and selected the users three seems to be a delay as opposed to if I choose to keep it open to anyone.
