I'd like to share internal documentation with non-Confluence users at the company, but I definitely don't want anything indexed by Google, Bing, etc. Are these Public Links indexed/followed by search engines in any way?

If spaces and pages are visible to the public, then I would not recommend putting internal documentation there regardless.
Better to share it through some private and secured means.

Only if the confluence space is set to anonymous access for public access. So, if the space is set for internally, should be ok....since that would require login access to gain access to content on that link.
