Anchors not working (2022)

I am using both the old editor and the new editor on pages.  Per the instructions for the new editor I copy the URL#anchor name from the page I want to jump to the other page.

I put the anchor before the sentence in the other Confluence page first. I am linking to text within a section.

With that setup, it goes to the page but does not jump to the section where the anchor is. I confirmed I am using the right anchor name in the other page.

My link examples for new editor. What is proper URL in the new and old editor?

Tried this link - it didn't work either

If your URL of your page is: sitename.domain/wiki/Project+notes

And your anchor on the page is: notes-from-today

The URL would be: sitename.domain/wiki/Project+notes#notes-from-today
