Admin user is missing

I am the creator of our confluence account but weirdly I don't have the admin permissions. 

I can reach most of the account settings but not the whole Administrative options like billing or user management. Here is how my account and the left menu tab look:

 

I contacted Atlassian Support and they told that another member from our team is the Admin user(completely unrelated user, no reason to be the admin). We logged in from that user and saw that he even lacks all the settings features. So he is definitely not an admin. Here is how that user's account look:

I want to upgrade my plan to get a support from Atlassian team directly but I can't even upgrade my plan since I can't reach any of the Admin features :)

Any helps would be appreciated.
