Add a Link to a Heading in Confluence

I'm not able to see the Link Dialog Box in Confluence. Is that a permissions issue or is this version different for how you add a link  to a heading? This is from Confluence v 7. I'm currently working in Confluence

Have you checked the documentation about inserting links on Confluence Cloud?

I don’t think this is a permissions issue, but maybe simply a usability one. In the Cloud, you won’t get a dialog, but more an inline option to add your link.

If this doesn’t help, can you share more details what you‘re trying to achieve what you can’t do without the dialog?
