Access User profile info in AD but not licensed to Confluence

I have the need to show User Profile info obtained from AD. I am fine showing Profiles that have a Confluence license, however if the user profile is not licensed to Confluence, I cannot display their details on a page. I want a page, that is searchable of all AD profiles regardless if they are a licensed Conf user? I have tries to use 2 plug-ins and both vendors tell me they cannot work with non licensed profile, even though I know the LDAP has access to them.

@raymond Scott I believe that you will need to bring all the users into Confluence regardless of them being licensed users or not.  This would require you to adjust your LDAP query that syncs AD with Confluence.
