Ability to link content using nested expand macros

Hi,

I'd like the ability to embed hyperlinks within specific content within my pages. I could just use standard table of content but I don't think this works well when using nested expand macros. 

What solution could be used to create links with the content I have that is within these nested expand macros?

(Not asking for a friend)
