Hi,
I would like to allow users with a jira software license to comment some confluence pages.
How can I do this?

You can grant people a "guest licence" in Confluence. This feature is currently in beta - but you can see how to do it on this help page: https://support.atlassian.com/confluence-cloud/docs/invite-guests-for-external-collaboration/
You can then grant the "guest user" the comment permission - to see what a guest user can do, check out this help page: https://support.atlassian.com/confluence-cloud/docs/what-can-guests-see-and-do-on-confluence/
