Whenever the 3-dot/hamburger/... menu is longer than the page itself. The items at the bottom are bellow the page.
Despite the scrollbar appearing, if you try to scroll down the page just jerks around and scrolls to the top.
It's possible to access the bottom items, if you zoom out. But that's not really something we can present to our users as a real solution.
Can you try this on a different browser and see what the behavior is?
We have exactly the same issue. It is browser independent as far as our users have reported. Since we are using a number of addons that add items to the 'three-dot-menu' the list has become longer than the browser height, and bottom items have become inaccessible unless you zoom out the page. This is really annoying and should not be possible in a mature interface. We are using Data Center version 7.18.1, by the way. Looking forward to a quick solution to this...!
