user profile picture update by Administrator

hi, how can I setup the control of user profile picture to be inserted by Administrator only (in short user can change or remove your profile picture).  this function should be done by Administrator only

Hi! From what I can gather, it is currently not possible for an Administrator to change the profile picture of another user, based off this feature request - CONFSERVER-14368.

For what it's worth, you may want to vote for, watch and comment on the feature request to kind of let Atlassian know that people do want this feature.
