Should the "Create" (sub-page) button positioned with the other buttons related to the current page?

Right now, for the "Create" button at the stop of the main screen is visually associated with:

  • Spaces
  • People
  • Calendars

So the first time I used Confluence, I naturally assumed that "Create" had something to do with Space/People/Calendars.

But that is a erroneous association.  The "Create" button is actually associated with the current Confluence page.   And it actually creates a subpage under the current page (mouse-over popup help just says "Create blank page")

Wouldn't it be clearer if the "Create" button was moved next to the Edit, Save for later, Watching, and Share buttons at the top of the current page area.

And maybe change "Create" to "Create Sub-page" ?
