Recommendation for setting up Jira Service Desk and Confluence in China

Is there any recommendation on how to setup Jira Service Desk and Confluence for an office in China. Our Chinese customers need to access Service desk. We would love to use Atlassian Cloud but as there is no datacenter in China we are reluctant to use it due to possible connection restrictions.  

Does anyone has experience with running the applications at a Chinese Service Provider?
