If the goal is to invite a JIRA user into your Confluence environment, you can invite the user from here: https://yourconfluenceURL/admin/users/inviteuser.action.

Note: This will consume a Confluence license.

@Senthilkumar,

  The title of the question is sounding like you need a service account listed in your global permissions to pass the health check.  A Confluence service account should be made in case your SSO goes down - you then have the ability to log in.

Please verify you have an admin account listed in the individual users section: https://yourConfluenceURL/admin/permissions/globalpermissions.action
