Currently we have a use case where we have one department (Product Management) that is using Confluence and want all users in the organization to access these pages to view and comment, but not to edit.
Is there a way without having to create user accounts for all users.

And there is no way without manually adding unlimited users just to view content right, atleast within the org
Alternatively, you could open your instance to the public and combine it with IP allowlisting, but restricing the IP addresses is only possible with Premium. If you don't have Premium, your Confluence will be completely public this way, and that is probably not what you want.

There is a new feature in Confluence called "guests", where you can invite up to 5 free guest users per paid user to a single Confluence space in your instance. You can configure what guests can actually do, so it is possible to only let them view and comment.
