Currently the Table of Contents macro is not able to include the headings as part of Excerpt Includes. It would be nice if this could be added, because with out it these headings are not part of the Table of Contents.
It's akin to any book's index, but with missing entries for pages that are in fact in the book.
It's our job to put in the effort - results are sometimes outside our own control!
@Kevin Parker let me first explain why Headings in an excerpt macro don't populate in the ToC on a page the macro is being used on. Since the excerpt macro is mirroring the detail from the parent page, it is not bringing over the underlying formatting from that page - which means that the ToC cannot pick up the content as a heading that should be included in the child page's ToC.
