Create pop up window doesn't load - Sidebar doesn't show 'space tools' and other menu items.

When I press the Create + sign, the Create window pops up but it just hangs.  Also, the Sidebar doesn't display any of the menu items like 'Space Tools' or anything to add pages.  I have site admin access so I'm thinking I'm covered from a permissions issue.  Any other guesses out there?  I can't even create pages for my project so no content can be uploaded or shared...So frustrated right now.....

These are the errors i'm seeing when the pop up is just spinning..

I also cleared my cache after making permission changes, still nothing...
