Cloud Confluence billing and user creation issues

I'm site admin and Im trying to load the billing page but all I get is the whirly-gig.  Then when I try and create a user it fails.  I've different networks and ISPs from work and home, different browsers but the problem persists.  I think it's a websockets issue as the error I get when trying to create a user is java.net.socketTimeoutException: Read timed out.  There are errors on the billing page but nothing as succinct as this.

Anyone seen this?
