Importing data from CSV creates tags from partial and complete matches

We've noticed recently that when uploading / importing data, tags will be created for both partial and complete matches. For example, if we have the tags "Extra Large" and "Large" ", when uploading a row with the value "Extra Large" the result in the DB will be "Large" and "Extra Large"

Since whitespace is allowed in the tags field, how should we separate such values so that "Extra Large" only results in "Extra Large" on import? The example has some simple solutions, but we've more complex tags where we use multiple tags and the partial matching issue is quite annoying.

If this is a bug, we'll raise it - but perhaps I've missed something in the docs :)
