This looks to me like a single record from a database embedded on a Confluence page. If you add an 'embed database' element on the Confluence page you want to see this view, select an existing database from the first dropdown, and choose the record to display from the second dropdown.
To add to the previous comment, the presenter is using a K15t app, Orderly Databases, which was acquired by Atlassian and rolled out as Databases.
Currently, the Embed database element has a clunky container with a header that can not be modified, unlike the flat appearance in the referenced video.
