As explained by @New Yoker , the PlainText formatting is used in Confluence when you need to insert some text string where formatting similar to code formatting is needed.
I would like to add that the Code Block macro has been removed from the New Editor (Fabric) and was replaced by the Code Snippet element. You can check more information about this here:

"PlainText" is a format within codeblock. Meaning it could be used for any piece of text that isn't code but needs code like formatting.
