I agree with @Darryl St_ Pierre in that it seems like it might be something in your browser which is blocking you from creating a page, or an incompatibility.
I recommend that you get in touch with your Confluence site admin and report this to them. They will be able to help you test this locally, and they're able to report the issue to our Cloud Support team in the event that it's affecting your overall Cloud site.
If you were able to resolve the issue in the meantime, could you please let us know how you were able to do so?
