How can I create a table at the top of the wikipage that will show all the comments with an annotation as to whether it has reply, whether it is resolved ?
Not in Cloud. Confluence Cloud does have a feature to add Inline comment but you wouldn't be able to capture them and place them in a table at the very top of the page. Also, I don't see any add on that could help with this as well, unfortunately.
