With the previous editor, you could link to a graphic from another Space or page and display it on the page you are working on. The new editor does not seem to have this option or am I missing something obvious? We created a Shared Document Depot to limit the space attached files or graphics would take if they were used repeatedly on multiple pages, as we were told there is a space limitation to the Cloud instance.

Unfortunately this ability is no longer available in the new Confluence editor, and there are no plans to bring it back.
There are many of us who have used the best practice of "Limit attachments to a single page and re-use" (a practice recommended by Atlassian itself, once upon a time) and are disappointed in this change, especially since as you mentioned there is a space limitation to the Cloud instance (unless your organization can afford the Premium version).

The only potential workaround that I have seen might be useful for reuse of image files but less useful for pdfs or other files: Create a separate page (perhaps in a shared "library" space) for each image file, then use the "page include" macro to include (and reuse) that image on multiple other pages.
