Why is my Confluence Cloud site "Unable to communicate with server"?

Today, and on a number of other occasions when I try to Publish a page on my single user Confluence Cloud I am getting two warnings/errors:

The connection timed out

Check you can connect to the internet, then try reloading. If there's no problem with your connection, speak to your Confluence admin.

and

Unable to communicate with server. Saving is not possible at the moment.

There is no problem with my internet connection so I am wondering how I can troubleshoot what I believe must be a Confluence Cloud issue?

  If you are positive that you are not having any network issues you would want to submit a support ticket to Atlassian.  https://support.atlassian.com/contact/  They should be able to look at your instance and see if there was any connectivity issues.
