Unable to position a Note panel in a place in the document where it is appropriate

With the new look and feel in Confluence editor, most of the old behavior has either got changed or removed. That being said, I am unable to place a note panel in a place where I feel is appropriate, so all note panels are getting positioned at the end of the topic in a confluence page. This was not a problem that I faced with the earlier Confluence Editor. Has someone noticed this behavior or should I try something different?
