Why does Confluence automatically create spaces for new users?

When we add new users to confluence, a personal space is automatically created.  Is there a way to disable this?

Thanks Nick. I'm trying to do this as a dry run of the production upgrade. I'll have to use a "real license" when I get to the production upgrade.

That's what development licences are for! Have a look under your licence key in your my.atlassian account. (Although you only get them for commercial licences if I remember right)
