There are 2 HTML plugins. One is bundled with Confluence and can be found in the System plugins section as the Confluence HTML Macros plugin. Most of the macros are disabled by default as they are not secure if your site has untrusted users. If this is the one you want to use, then enable the html-xhtml macro. That is the one that works in the new editor. The legacy one is for use with Insert wiki markup.
The second plugin is the HTML Plugin for Confluence which also has an html macro (both xhtml and legacy) - however, these macro can be secured with Macro Security for Confluence. You must disable the system html macros in order to use the macros from this plugin. If you had this installed on your Confluence 3.5 system, then you will want to upgrade to the latest version and note the instructions on the documentation page: HTML Macro
