Users are not able to access Confluence using their portal, when they click on the button to switch

Users are not able to access Confluence using their portal, when they click on the button to switch applications it only shows JIRA and Confluence is no longer appearing.

Can you please advise what occurred and how we can resolve?

But if the user is jira and also Confluence user he is able to access.  when he is user only in confluence he is not able to see confluence option switch to.

No, watching is a 1:1 relationship with a page.

If you weren't using OnDemand, you'd have the option of adding the Enterprise Notifications addon which can do something like that (with a note of caution that if you watch a page near the top of a tree, you can end up with millions of irrelevant emails about sub-page changes that you don't really care about)
