Understanding question about Global Permission "Browse Users and groups"

I am attempting to add an individual user to my Global Permissions page, however the browse user textbox does not appear on the edit page.

I am the system admin/creator of this instance.

Any suggestions?

It turns out that some users are getting empty email messages even when there definitely was new and changed content that they should have been notified about in the "Confluence changes in the last 24 hours" email message. Won't someone please help use understand what is going on and how to fix it? Thanks.
