How can I hide the "space tools" menu from anonymous users in our implementation of Confluence Cloud?
I've found some content on doing this for Confluence Server implementations, but nothing helpful for cloud.

Per the stack-trace it seems something related with license, but in order to better help you I would suggest you to raise a support ticket at our Support.atlassian.com, since we would need to analyze some more information about your instance, steps performed and the entirety of your Confluence logs. If this is a production instance I would suggest you to rollback the upgrade attempt to avoid the downtime and so you can create a test environment (as described here - https://confluence.atlassian.com/display/CONF42/Migrating+Confluence+Between+Servers) to test your upgrade before apply in the production environment to be sure that everything will be fine.

Hi Carlos thanks a Lot for you anser i will create Ticket. Now i have some questions about the Rollback before the upgrade did start it created a backup....zip can i use that one to rollback? and how can i do the Rollback do you know where i can find more information about that?
