Edit restrictions not available for 'site-admin"

I'm trying to edit restrictions to a Confluence page. I have 'site-admin" permissions.

I'm receiving this message: 
״You're not allowed to change these restrictions. It's either due to edit restrictions on the page, or permissions settings for this space.״

site-admins:

Grants access to all applications, their administration features and Site administration, which includes managing users and bills

Hi Stephanie, as far as I know, if you attach a new attachment with the same name (given that there is an existing one in Confluence already), it will be considered as a new version of the attachment.

It will also include the date which the new version was attached, as well as who attached it. I recommend that you take a look at this article here as well.
