A user is trying to publish a page which seems to be locked.
The message he's getting is that there is an error processing your request.

Does this occur each time the user hits the "publish" button? I know I have seen problems in the past where my userid appears to get disconnected/timed out from Confluence while working on a page.
I'd suggest getting the user "Scott Davis" to publish the page prior to your user trying again.
