Like in confluence server ,we can create a webhook using either the given UI Interface or Using the given api :-rest/api/webhooks/ .
Is there a either a similar way or any other way of creating the webhook for cloud confluence as well apart from using the app descriptors like atalssian-connect.json files.

Server and Cloud have completely different architectures when it's comes to customisation.
If you want to use webhooks in Cloud, you'll need to use Connect or maybe Forge (although I don't know much about webhooks in that approach).
