Is there an easy way to copy and paste panels?

I wish I could just copy and paste panels, but I always end up having to create the panel from scratch because it doesn't do what I expect it to.

If I copy a panel and then paste it, I only get the panel contents. If I try copying the panel contents to an empty panel, it creates an extra empty panel.

Here are some videos of the issue: https://imgur.com/a/Adu8930 (the videos don't show the context menu, but I used it to copy and paste).

Hello! how do you create panels with new editor in the first place? I don't seem to be able to

You can either type "/panel" or click on the "+" button and select "Info panel".
