In Confluence, how do you get all pages on new Cloud configuration?

Right now, half of my pages seem to be using the new cloud layout and half are not. I would like to create a global template with the new cloud configuration/settings but that doesn't seem to be an option. Any new pages I create in my Confluence space are in this new format, new templates are not.  Example of global template I just created:

Hi Lindsay,

Can you reach out to the Cloud Support Team? They can have a look at your instance and help get you onto the new editor.

We're slowly rolling it out right now which is why you only see it in certain parts, but if I am not mistaken, they have a way to push it out to other areas of your instance.
