When I go to preview documents that have been uploaded to a Confluence page, they automatically download. I do not want to turn off the ability to download the attached file completely. I want to be able to view the document without it auto-downloading first.

Depending on the filetype and also due to how the browser handles some files, it will be downloaded automatically because it can't preview.
Just for further clarification, can you please let us know what type of files are being downloaded automatically?
Is there any macro to list the attachments being used on the page?
Also, for example, to preview PDFs and MSOffice Word, we can use macro so it will not be necessary to download the file.
