How can I add a link/icon at the top of the page next to the "Edit" icon?

In our Confluence Cloud environment, we have several Forge applications accessible by the "..." menu on our Confluence pages and I would like to have a shortcut icon to go directly to that application in that strip that contains the "Edit" icon (looks like a pencil" and the "..." menu.

When Confluence Cloud was initially set up at our organization, we purchased an app/plugin from the Atlassian Marketplace and whoever set that up was able to put an icon link to that app/plugin in that strip by the edit icon, but that person is no longer here so I'm not sure if an Admin can add those icons or if those are managed by individual apps/plugins?

I found online something that talked about admins being able to place an icon and link to an app in a field called Custom HTML, but that was for Confluence Server and I can't find this option in Confluence Cloud.
