Failed to @mention in Jira Comments

Hi there, anyone has any idea why Im the only one in my org cant @mention a user? 
This is for Jira, comment box.

Hello @Suzannah_Ibrahim ,

The permission to use mentions relies upon four items:

  • Permission to the 'Browse Users' permission
  • Wiki Style Rendering for the affected field
  • Email visibility of users
  • The mentioned user does not have Browse Project permission

The main cause is a user not belonging to a group currently granted with 'Browse Users' permission.
