Existing user can not be found from the team

We have the issue that we have some users which exist but if we want to add (e.g. in a group) or tag them (e.g. @firstname.lastname ) they will not be shown. We also deleted them (the entire account) and created a new profil but it was still the same. Does anyone had them same issue in the past?
