In Confluence server we've got the ability to use the 'Labels Cage' app.
This app allows us to create a list of predefined labels, page creators only can choose labels out of those list.
In that way we were able to reduce the wildgrow of labels.
Now in the cloud version this app isn't available anymore, but there isn't an alternative currently.
Maybe something that Atlassian can develop?
What do we want?
Admins can create a set of predefined labels
Page creators can klik on the '+label' button and only choose between the predefined labels.
Why?
To prevent the wildgrow of labels (like: User-story, userstory, user-story, user-storie, ...)
Also because we've got a page that will filter on epics (based on labels) for our customers.

I would suggest you try out Metadata for Confluence.
With this app in the cloud, Admins can create Content Categories that contain Metadata fields.
Users can add the Content Category with the fields in their Confluence pages. This will guide the users to keep consistency in the content they create.
You can also create different reports with the Report macro.
