Hi and welcome to the community!
Atlassian will charge the credit card on file for a paid Bitbucket monthly plan every month. If that fails, we will try two more times, and if these attempts also fail, then the product's billing plan will get downgraded to the Free one. If there are more than 5 users with access to the workspace, then users will have read only access to the repos until the billing plan gets upgraded to a paid one or users are removed from the workspace so that the total is less than 5.
I see that your workspace's billing plan is now upgraded, is the issue resolved?
I checked in our system and I saw that the reason the payments failed is because the credit card on file had insufficient funds. Please ensure there are sufficient funds on the credit card you use for Bitbucket Cloud, to prevent this from occurring again.
Kind regards,
Theodora
