how to sync two bitbucket systems with the same Repository

I am building a system which will have a secure and unsecure systems.  The secure system is PII/PHI data and used for development.  However, I will also have a local system for initial work that is not secure. The plan is to have a bitbucket server which will hold the same repo and the two can be synced together after code from the secure system is validated.


Is it possible to have the same repository in two different system and commit/checkout from both and have them sync.  Does one have to be "the truth" while the other catches up?  I want to maintain commit and comments/tags etc.
